Approved vendor list
An approved vendor list (AVL) is a buyer's record of the suppliers it has cleared to supply specific items or categories. Purchasing checks new orders against it. In Microsoft Dynamics 365, for example, each approval carries an expiration date, and a check method sets what happens when an order names a vendor outside the list.

Also called: Approved supplier list

How it works

An approved vendor list (AVL) is the list of suppliers a buying organization has cleared to supply particular items or categories, and its purchasing system checks new orders against that list.

Microsoft's documentation for Dynamics 365 Supply Chain Management shows the mechanics. When you approve vendors for a product, you control which vendors can be used when adding the product to a purchase order. Each approved vendor line carries an expiration date, and an Approved vendor check method field sets the policy for what should happen if the product is added to a purchase order line where the vendor isn't an approved vendor. Two views show the result: the approved vendor list by item, and the approved vendor list by vendor.

Approval can also work by category. In the same system a vendor can be set as approved or preferred for a procurement category, and when a purchase requisition is created, there may be a requirement to select an approved or preferred vendor, depending on how the purchasing policies are set up.

What an approved vendor list contains

Oracle's Fusion Cloud supply chain documentation calls its version the approved supplier list (ASL): a repository of information that links items to the suppliers and supplier sites that provide them to either a specific ship-to organization or the entire enterprise. Oracle's documentation lists these attributes for an entry:

Approved lists in US federal buying

Federal purchasing has a formal counterpart in FAR subpart 9.2, which covers qualification requirements. As of October 28, 2026, FAR 9.201 says a qualified manufacturers list (QML) is a list of manufacturers who have had their products examined and tested and who have satisfied all applicable qualification requirements for that product. A qualified bidders list (QBL) is the same idea for bidders.

The list is not the only door in. Under FAR 9.202(c), a potential offeror that can show the contracting officer it meets the qualification standards, or can meet them before the award date, may not be denied the chance to submit an offer solely because it is not on a QPL, QML or QBL maintained by the Department of Defense or NASA. This is general information, not legal advice.

Example

A distributor buys nitrile gloves, item GLV-100, from two approved vendors:

  • Vendor A: approved until March 31
  • Vendor B: approved until June 30

In April a buyer adds GLV-100 to a purchase order for Vendor A. Vendor A's approval has expired, so a system set up like the Dynamics 365 example applies the check method the company chose for orders with an unapproved vendor. The buyer switches the line to Vendor B, which is still approved, or purchasing renews Vendor A's approval with a new expiration date.

On Shopify

On the buying side, Shopify's purchase orders keep a supplier list: after you create a supplier, they're listed in the Select supplier drop-down menu when you create purchase orders. Shopify's guidance for managing multiple suppliers also recommends performance tracking, to monitor supplier reliability, quality and delivery times.

How Uncap helps

Uncap's look at digital procurement in medical equipment notes that multi-sourcing, qualifying more than one supplier for critical categories, only works if a buyer can compare inventory, pricing, and compliance data across suppliers without calling each one separately. Suppliers who can show accurate stock and lead times in real time get evaluated, and a distributor who hasn't modernized risks being quietly dropped from the shortlist the next time a committee reviews its supplier list.

Frequently asked questions

What does vendor list mean?

In purchasing, a vendor list is the record of suppliers a business buys from. An approved vendor list narrows that to the suppliers cleared for specific items or categories, and purchasing checks new orders against it.

What should a vendor list include?

An approved vendor list should tie each item to its approved suppliers. Oracle's approved supplier list links items to suppliers and supplier sites and can carry the minimum order quantity, fixed lot multiple, item-supplier lead time and supplier capacity.

How to make an approved vendor list?

In Dynamics 365 Supply Chain Management, you approve vendors on each released product, give each approval an expiration date, and choose an Approved vendor check method for orders that name a vendor outside the list. Vendors can also be set as approved or preferred for a procurement category.
